What should he do to get this little guy to calm down when just petting him gets him going? Notice his little white sibling trying to calm him down.

I do think he is annoying this dog. I do not believe he is intentionally upsetting it. If his goal is No Barking, just leave it alone.

The guy is obvious only irritating his chiquaqua. They both need to attend basic dog training classes to learn to respect one another.

sad to see this man tormenting the hell out of this darling chihuahua, sorry to say, kids and men love to see chis all upset, till they get bitten, then that is assumed to be the chis fault.
